Commissioners met Monday night August 16th at 6pm in the meeting room of the
Court House annex.

annex. Commissioner David Phillips was not present at the meeting.
During the Meeting the Commissioners
discussed on second reading a revision to Personnel
Ordinance regarding county manager’s discretion with steps in promoting
employees. The issue was tabled until the next meeting to address concerns of
some commissioners.
On the issue of a contract between the GDOT and Spalding
County for acquisition of right of way on project at Jordan Hill Rd. N of
Griffin @ Troublesome Creek . That issue was tabled.
The Commissioners approved an amendment for the
Community Services Block Grant Program This includes carryover funds of
$58,581.51 from the FY’08 and FY’09 Allocation for Spalding County. The vote
was 4-0
The Commissioners approved a Intergovernmental Agreement between Spalding
County and the Secretary of State of the State of Georgia. This is for
acquisition and use of bar code scanners to be used in conjunction with
elections, there will be no cost to Spalding County as the scanners will be
provided by the State..
The Commissioners decided to table the issue of
a request to declare Spalding County property at 238 Leach Rd. as surplus.
This is the old Zetella Courthouse. The Building is in bad repair according
to one Commissioner and Commissioner Gilreath indicated that they needed to
check to see if the building was on the historical register and he also stated
he wanted to go and visit the building and go under, and through the building
to determine if the county assessment of 10, 607. 00 was a good figure.
Assistant County Manager Virginia Martin indicated the building was not on the
historical register as it was built in 1900. The building sits on about 1/2
acre contingent to a citizen that owns property there and he has made an offer
to buy the building.
The Commissioners also approved a letter support to City
of Macon for the Rail Corridor Planning under the TIGER II program.
During the Commissioners Comments Commissioner Bob Gilreath mentioned that
it took him three months to get an accounting of the amount of gas being used
by Spalding County vehicles and told the board that something has to be done
about the amount of gas being used and maybe the Commissioners need to stat
their own gas company. Following the meeting newly elected Commissioner
Raymond Ray told WKEU news when we questioned him about the counties gas
consumption he stated that on the 20 th of each month the County receives a
bill that is broken down by vehicle and the amount of gas used by that vehicle
event to the Federal Tax and State Tax that the county is exempt and those are
also given to the county on the invoice which is handled by Petro South for
the County. And had they contacted Petro South they could have had those
figures within minutes.
The Board will meet in a called session on August 30 to discuss again the
location and overall construction of the Senior Citizens Center. Several
Seniors have advised commissioners that they support a new facility on Carver
Road and also a large number have also called and stated they do not support th
Carver Road location in that the location is not conducive or convenient to
the seniors that live on the east side of the city and county.
